Abstract

Economists continue to estimate the rate of return from public investment in the development of new crop varieties. The returns from new crop varieties have been impressive, as shown in Table 1 [1]. Take, for example, the pioneering work of Griliches [2], where the rate of return on public investment in the development of new U.S. corn varieties was approximately 4% [2].
