Introduction

This valley or region has been considered a magnificent climate par excellence and has a number of aspects that are related to the agro-industrial production dedicated to the production of fruits, vegetables and infinity of flowers. It has been considered with the "best climate in the world", it has also been considered, at the municipal head, as "Atlixco de las flores", and related to cultural heritage, it has been protected as an area of historical monuments to a surface of the city of Atlixco of 0.59km2, a very small portion of the city, although with the extension of the concept of heritage it can be considered another heritage of different periods and typological conditions. To this is added the patrimonial value of the whole, seen as a cultural landscape, and is even inseparable to the idea of a mixed site for its natural and cultural values.

Likewise, it can be learned from this review that the heritage conditions of the region are associated with the natural and cultural. Where associated values are found, as well as problems to solve. In this context, this essay continues with the idea and methodology of complexity to know the aspects of greater incidence and relation with the idea of sustainability that start from the slogan: "That current generations use natural and cultural resources without compromising future generations". Starting from its impact on the economy, the environment, identity-culture. In this sense, the idea of complexity is added where everything is interrelated and it is clear that the settlements had to do with the idea of adaptation and use to the environment. On the other hand, the idea that the natural and cultural is now seen as heritage is analyzed. Idea of the value and sui generis of a place that gives identity, permanence and is in symbiosis of its inhabitants.

In this sense, the objective of this document is to outline the conditions of the valley-region and the points of greatest influence that require attention to be able to focus a series of actions for a sustainability in favor of ecology- environment, economic conditions, the identity and the cultural, as well as the conditions of an administration of the cultural and natural resources for the present and future generations.

Methods

The research methods that support the recognition of values, problems and perspectives of solution can be determined from the study of the complexity of values and aspects in the region. Subjects associated with various disciplines such as urban, social, economic, and ideological history. As well as disciplines such as geography to know the physical structures of the region and natural potentials. Biology and agronomy that allow to recognize the values and problems of the soil and the diversity of species. The architecture and urbanism that allows us to understand the typological and morphological aspects to know the values associated with the historical and the processes of conurbation and expansion of the city.

Analyze the conditions of the immersed region within a process of rural and urban conditions. Own of a magnificent region that interchanges spaces-territories of agricultural use with diverse types of production with spaces territories dedicated to the urban use.

The points to plan in the Atlixco valley are the following:

A. In the natural environment:

A.1. Cuidado of the water, administration and generation of correct distribution in the region avoiding the use of contaminated waters for the crop.

A.2. Reforest with endemic plants, or in their absence with fruit trees that generate production as well as allow to maintain the correct level of shade and air quality.

A.2.1. Re-forest the spaces between the crop lands: The boundaries allow the planting of different types of plants or trees, without affecting the development of the cultivated areas of vegetables or flowers. Allowing to be the sustenance of the fauna.

A.2.2. Reforest the avenues and accesses to the city through the use of trees, preferably floreen to maintain beauty and aesthetic and environmental attributes.

A.2.3. Care of the cultural landscape. Avoid buildings on Cerro de San Miguel (Macuilxochiltépelt) and maintain the resilience and reforestation of the region with correct vegetation.

B. In the field of culture and identity

B.1. Conserve and restore the tangible cultural heritage and maintain the intangible. Very privileged in the area since it is the starting point of identity and roots. In addition to generating wealth through dissemination and the visiting population that generates economic benefits, such as the well-known cultural tourism. Although they can also maintain tourism for leisure with visits to centers such as the IMSS-Metepec Vacation Center, with industrial legacy or industrial heritage that interests various sectors, as well as its facilities for outdoor enjoyment with cultural and natural landscapes in nearby.

B.1.1. To conserve the patrimony of the zone of historical monuments decreed by the INAH, but also the one that is outside the delimited zone, that can be of other times, even of the twentieth century, like those built by the syndicalism of art deco and neocolonial style.

Discussion

The discussion is based on the points established by the UN for cities and the sustainability that are the following in the idea of sustainable urban development, although it refers to cities specifically, rather we could raise it towards the territories, since a large part of the existing ones in the region they are rural and they maintain agricultural uses as the case of the valley of Atlixco, where the city exists municipal Head and neighboring towns. What gives a responsibility to maintain a proper administration of natural and cultural resources. The campaign: "UNITE TO THE WORLD Urban Campaign - BETTER CITY, BETTER LIFE" of the UN-Habitat we can focus the discussion on the Atlixco Valley in the state of Puebla, Mexico: Flexible city, Green city, Inclusive city, Productive city , Planned city, Safe and planned city.

In this sense, sustainable aspects are not only required in the environment, but, on the contrary, as a conjugation of aspects related between the natural and the cultural, that allow to keep studied, resolved and with broad sustainable perceptives that attend to solve the quality of life and the right conditions to manage natural and cultural resources for the good of all.
